The Soviet Union’s last president could have reviewed how he helped bring free speech to his fellow Russians, or helped unify Germany by demolishing the Berlin Wall, or helped end the Cold War by signing a nuclear-disarmament treaty with the United States. Instead, he delivered a witty evasion reminiscent of the late U.S. President Ronald Reagan, his former foe and friend.
